Summary
The Digital Curation Centre (DCC), in collaboration with the University of Edinburgh and Trilateral Research, produced a report for GPAI's Data Governance Working Group examining how data underpins AI systems, why data governance matters, the need for international data sharing, and how to prevent discriminatory use of personal data. The report was based on an extensive literature review and expert workshops, presented at the GPAI Montreal Summit in December 2020.
Key Points
- •Addresses five core questions about data's role in AI, including governance, international sharing, and fairness/discrimination concerns.
- •Produced for GPAI's Data Governance Working Group, representing governments, industry, civil society, and academia from 18 founding nations.
- •Grounded in the OECD Recommendation on AI, aiming to bridge theory and practice in responsible AI development.
- •Based on literature review and three expert workshops held in October–November 2020, with findings presented at the GPAI Montreal Summit.

The 18 GPAI founding organisations were originally brought together due to a shared commitment to the [OECD Recommendation on Artificial Intelligence](https://legalinstruments.oecd.org/en/instruments/OECD-LEGAL-0449), aiming to “bridge the gap between theory and practice on AI by supporting cutting-edge research and applied activities on AI-related priorities.” The DCC’s contribution to GPAI’s Data Governance Working Group took the form of a report titled ‘ [The Role of Data in AI](https://doi.org/10.5281/zenodo.4312907)’. Produced in collaboration with colleagues at the [University of Edinburgh School of Informatics](https://www.ed.ac.uk/informatics) and [Trilateral Research](https://www.trilateralresearch.com/), the report focused on five central questions: - How important is data to AI? - Why the focus on the ‘role of data’ in AI? - Why does data governance matter in the context of AI? - Is there a need to share data internationally? - How can we make sure data collected about individuals isn’t used unfairly or in a discriminatory way? Our findings, based on an extensive literature review and discussions which took place during three expert workshops held with the Data Governance Working Group in October and November 2020, were presented in full at the GPAI’s Montreal Summit in December 2020.
