How can the United States and its key partners maintain leadership in artificial intelligence (AI), manage security risks, and enable the diffusion of beneficial technologies — all at the same time? In response to this problem, the U.S. government issued the U.S. Framework for Artificial Intelligence Diffusion (hereafter, _the framework_) in January 2025. This new framework is intended to achieve these seemingly competing objectives by carefully managing how AI technology is diffused globally.

In this paper, I summarize the key features of the framework to help policymakers and stakeholders understand its mechanisms. Then, I analyze the rationale behind the framework, explaining that it uses _compute_ — the computing power delivered by AI chips — as a strategic leverage point to shape global AI diffusion.
