Summary

This is the official English translation of China's State Council notice outlining its national strategy for AI development through 2030, aiming to make China the world's leading AI innovation center. The plan establishes a three-step roadmap to achieve parity with global AI leaders by 2020, major breakthroughs by 2025, and world leadership by 2030. It covers investment priorities, ethical frameworks, regulatory approaches, and the integration of AI across economic and military sectors.

Key Points

  • Sets a three-phase roadmap: match global AI leaders by 2020, achieve major breakthroughs by 2025, and become the world's primary AI innovation hub by 2030.
  • Explicitly frames AI as a strategic technology with implications for national security, economic competitiveness, and military modernization.
  • Includes provisions for AI ethics, legal frameworks, and governance structures, signaling early Chinese engagement with AI safety concerns at a policy level.
  • Targets a domestic AI industry core worth over 1 trillion RMB by 2030, reflecting massive state-backed investment ambitions.
  • Relevant to global AI governance dynamics as it illustrates how major state actors frame AI development as a geopolitical competition.

Artificial intelligence has developed into a new stage. After 60 years of evolution, especially in the motivation of new theories and technologies (i.e mobile Internet, large data, super-computing, sensor network, brain science) and strong demand for economic and social development, artificial intelligence has accelerated with new features of deep learning, cross-border integration, man-machine collaboration, open group intelligence and autonomous control. Knowledge learning driven by large data, cross-media co-processing, man-machine collaboration to enhance intelligence, group integration intelligence and autonomous intelligence systems have become the focus of the development of artificial intelligence. Brain science research results inspired by the brain intelligence are ready, chip hardware platform development trend is more obvious and artificial intelligence has developed into a new stage. At present, the whole promotion of a new generation of artificial intelligence related disciplines, theoretical modeling, technological innovation, hardware and software upgrades is triggering chain breakthroughs and propelling the development of the economic and social fields from digitalization and networkization t
